In a town of few casino windows and even fewer restaurant views, Top of the World atop the Stratosphere Hotel Tower stands out. The circular room revolves once every 90 minutes, offering 360-degree nighttime views of Vegas by neon. Few scenery-centric restaurants push the culinary envelope, and Top of the World is no exception, although it does a nice job with steaks and continental classics like lobster bisque. A mini Stratosphere in chocolate is a must for dessert, serving two.
